It's true. In his cryptic style, nearly every song on Together Through Life (i.e. together = sex, through life = life ending i.e. death, i.e. death from sex i.e. AIDS)
"Beyond Here Lies Nothin'" – after sex with infected partner there is nothin but death from AIDS
"Life Is Hard" – 'life is hard without you near me' - because partner has died from AIDS that Bob created
"My Wife's Home Town" (Willie Dixon/Dylan/Hunter) – hell is wife's home town because nearly everyone there has AIDS
"If You Ever Go to Houston" – 'you better walk right and keep your hands in your pockets' or you will get AIDS
"Forgetful Heart" – a spiteful song towards a lover who forgot to practice safe sex practices
"Jolene" - 'Well you're coming down High Street [street of junkies] walking in the sun You make a dead man [junkie] rise and holler she's the one" [ she's the one who gave AIDS to the junkie, she was sent by Dylan]
"This Dream of You" (Dylan) – here Dylan laments another lover who has died from the AIDS he created
"Shake Shake Mama" – 3:37, 'Some of you women, you really know your stuff But your clothes are all torn and your language is a little too rough' [you slutty women all have AIDS, I created it]
"I Feel a Change Comin' On" – i.e. the change caused by AIDS' effect on the immune system, "dreams never did work for me anyway even when they did come true" i.e. I created AIDS but now I regret it
"It's All Good" – Dylan reveals his spite for humanity that led him to create AIDS in the first place, but it's all good because humanity will be destroyed by Dylan's AIDS
so we find Dylan regretting some of the lovers he killed with AIDS, but the last song affirms Dylan's plans for the end of humanity
