That appears to be a hand painted reproduction of a Cardon. It's a copy of of a Victorian era painting. And not a very good copy either.

Copies of Victorian Era paintings were a favorite of family orientated Home Decoration companies in the sixties and seventies in America. They were marketed towards stay-at-home moms on a budget. Cardon was one of many painters who were routinely copied.
